Dave has over 30 years experience in DRG coding compliance programs, physician organization management, medical record administration and analysis, including conducting chart audits/studies related to utilization review, quality assurance and diagnosis and procedure coding. He previously served as the Executive Director of the physician professional standards review organization (the predecessor to today’s statewide QRO) for Manhattan where he oversaw the review of Medicare and Medicaid utilization in both acute care hospitals and ambulatory facilities. He is a Fellow of the New York Academy of Medicine, member of the Healthcare Financial Management Association, and has previously served on the Editorial Advisory Board of the Report on Medicare Compliance.
Ayana A. Culley, BSN, RN, RHIT, CCS, CHPN
Ayana has extensive experience in inpatient coding for reimbursement, expert skills in ICD-10- CM/PCS coding, substantial experience in Public Health nursing and has served on the adjunct faculty of Adelphi University School of Nursing. Ayana is responsible for overseeing NHR’s company wide daily validation operations including staff recruitment, assignments, scheduling, and reviewer quality assessments. In addition, she oversees the development and implementation of corporate coding policies and client communications.

John has over 20 years experience in inpatient and outpatient coding for reimbursement. With expert skills in ICD-10-CM/PCS & CPT coding, he has extensive experience in DRG and APC auditing and analysis. He has provided assistance to clients in developing and implementing standardized coding policies and procedures, and has been instrumental in executing a program of systematic and timely reviews and responses to all third party payer challenges of hospital billed DRGs as well as provided expert advice to the United States Department of Justice.
Margaret M. Foley, Ph.D., M.B.A., B.S.
Director, Corporate Training and In-Service Programming
Dr. Foley, Associate Professor of Instruction in Health Services Administration and Policy at Temple University, designs and conducts NHR’s educational programs in ICD-10 CMS/PCS. She has over 20 years experience in various aspects of health information management. She has held the position of Director of Medical Records for a large acute care teaching hospital and a psychiatric facility. She has also had experience as a consultant for inpatient reimbursement and coding strategies. Recently, she has served on the AHIMA ICD-10-CM Implementation Task Force, the AHIMA Clinical Terminology and Classification Practice Council and as a member of the PHIMA Executive Board.
